What matters
- MVE: another extension to October 31, then a phased calendar by regime. On September 30, the last day of the previous window, SAT released the first early version of the Third Amendment Resolution to the 2026 Foreign Trade Rules: the current scheme continues through Oct 31, after which E2 transmission via VUTCE phases in by regime — Nov 1 processing in bonded facilities, Nov 15 strategic bonded zones, Dec 1 in-transit, Dec 15 bonded warehouse, Jan 1, 2027 temporary imports and Jan 15, 2027 definitive imports. It remains an early version until it is published in the DOF. The document facilities (no re-transmission of Article 81 documents and the E15 contract summary) run separately through Dec 31. For most definitive importers the real clock now points to mid-January, but IMMEX and in-transit flows go first: do not shelve the project. Updated guide: MVE checklist by regime.
- Peso: worst week since March; FIX closes at 18.1903. Banxico set the FIX at 18.1903 MXN/USD on Oct 2, versus 17.7100 on Sep 25: +2.7% more pesos per dollar in a week, peaking at 18.3688 on Oct 1. The pressure came from higher oil prices tied to the war in the Middle East and expectations that the Fed keeps hiking after its September increase; the peso recovered somewhat on Friday after softer U.S. payrolls. For importers, the same dollar customs value now becomes a higher peso tax base (duty, DTA, VAT); the rate on the entry is still the one published in the DOF on the banking day before payment. If you have large clearances this week, check your hedge.
- Freight: Golden Week cools demand; carriers line up increases for the second half of October. Drewry's WCI on Oct 1 fell 1% to $4,434/FEU. On the Transpacific, Shanghai–Los Angeles held at $7,835 and Shanghai–New York rose 1% to $10,428; blank sailings announced for next week drop to 10 (from 13) and Drewry expects another dip with Chinese factories shut. Asia–Europe has now fallen for 12 straight weeks (Genoa $3,702, −3%; Rotterdam $3,399, −2%) and carriers are attempting post-holiday FAK increases, with uncertain success. Gap: the September EAX (Asia–Mexico) has not been published; August's $6,415/FEU is still the latest reference. For late-October Asia–Mexico cargo, quote now and lock a confirmed sailing before the adjustments land.
- Manzanillo: the truck-staging pilot is now official. After last week's confusion, ASIPONA Manzanillo formally announced that from Sep 30 until further notice the Land Regulation Center (CRT) pilot runs Wednesday through Friday for trucks with import appointments from 4 p.m. onward at the Contecon terminal, activated when operations require it. Trucks may enter the CRT up to two hours before their appointment, the electronic appointment is validated by PIS Check, and units are escorted to the Second Access one hour ahead; trucks coming from yards with Pre Check are exempt. ASIPONA notes the CRT may also be used for other terminals and time slots with prior notice. No first-week results have been published yet: if your boxes leave Contecon on those afternoons, add those two hours to the drayage plan.
- USMCA: round four still undated, but the channel stays open; border unchanged. After the G20 Trade Ministers' Meeting in Milwaukee (Sep 30–Oct 1), Mexico's Economy Secretary said talks with the U.S. Trade Representative are constant and that both sides are "getting closer," with the priority on lowering Section 232 tariffs on steel, aluminum and autos; the formal fourth round still has no announced date. In Laredo, World Trade Bridge keeps its Saturday pilot to 7 p.m. (three months from Sep 5) and weekday hours of 7 a.m. to midnight; extended empty-trailer hours at Colombia Solidarity remain in force. For freight exposed to 232, no rule change this week: plan on current tariffs.
