The Manzanillo Meltdown: 19 Hours Without Trucks, a 63-km Queue, and the Lessons You Can Actually Control

This week, the port that handles most of Mexico’s containerized imports from Asia came to a standstill. Not because of a named hurricane or a strike — because of a local downpour that cut power to parts of the port complex and, with it, took down customs systems and damaged crane equipment at two terminals.
The toll, as documented by Mexico’s trade press: the port stopped receiving trucks with appointments for roughly 19 hours, around 5,000 units were stranded, and the queue on the highway stretched some 63 kilometers, reaching the municipality of Tecomán. Jorge Montúfar, the Manzanillo delegate of Canacar (Mexico’s national trucking chamber), put trucking losses at about USD 5.2 million. And that’s just the trucks — it doesn’t count container demurrage, storage, production lines waiting on inputs, or committed sales.
Anatomy of the collapse
It’s worth reconstructing the chain, because no single link was extraordinary: a strong but local storm; a power cut; customs systems that depend on that power and on connectivity; cranes out of service at two terminals; and an appointment system that, once pushed back, piled two days of demand onto road infrastructure with nowhere to absorb it. The result was exponential — every hour of closure generated many more hours of queue.
Manzanillo didn’t fail because of an extreme event. It failed because ordinary events stacked up on a system running with zero slack. That’s how most supply chains fail.
That’s the number that matters for any importer: the odds of your cargo catching an event like this are not negligible, because it doesn’t require extraordinary conditions. It requires a Tuesday with bad luck.
What you don’t control — and what you do
You don’t control the weather, the power grid, customs systems, or the terminal’s cranes. What you do control is how much the event costs you when it happens. The difference between importers who lost an inconvenience this week and those who lost real money came down to decisions made weeks earlier:
- Schedule slack: if your inventory plan has the container unloading the same day the production line needs it, any 19-hour closure becomes a line stoppage. A 3-to-5 business day buffer on critical goods costs inventory; not having it costs the line.
- Negotiated free days: demurrage and storage clocks keep running even when the port closes for force majeure — clawing the charges back afterward is a case-by-case fight. Generous free time negotiated into the rate is worth more than any claim after the fact.
- A complete document file before arrival: when the port reopens, the shipments that clear first are the ones that had everything transmitted. Every documentation gap of yours adds to the general queue.
- Real-time visibility: knowing at 6 a.m. that the port isn’t receiving trucks lets you reschedule transport and warn production. Finding out from your stranded driver does not.
What about diverting cargo to another port?
For cargo already on the water toward Manzanillo, almost never: diversion is the carrier’s call, not the importer’s, and an event measured in hours doesn’t justify it. The real decision is a portfolio one. If your Asia volume is recurring, consider splitting services between Manzanillo and Lázaro Cárdenas structurally — not because one port is better, but because two gateways beat one when either can have its Tuesday with bad luck. The cost of that redundancy gets compared against the cost of your stoppages. It’s arithmetic, not a hunch.
The post-Manzanillo checklist
Map what share of your annual imports enters through a single port and which SKUs would stop your operation if that port closed for 48 hours.
Review your negotiated free days for demurrage and storage on Asia lanes; renegotiate them in your next freight tender.
Size the inventory buffer on your 10 critical SKUs with one question: what does a day of stopped production cost versus a day of inventory?
Demand port-status and clearance visibility from your forwarder, not just vessel tracking.
Write the protocol down: who alerts whom, and what gets rescheduled when a port stops. This week it was Manzanillo; the same protocol serves for Veracruz or Nuevo Laredo.
