# Prior permits and non-tariff regulations (RRNA)

> COFEPRIS, SEMARNAT, SEDENA, SADER, Economy: which agency regulates what, when you need a prior permit, and how it’s filed through Mexico’s trade single window.

Paying the duties doesn’t give you the right to import. Plenty of goods also need an **authorization from the agency that regulates them** — what the trade calls **non-tariff regulations (RRNA)**. Without that permit, the operation doesn’t move even with the customs entry (pedimento) paid.

## Who regulates what

| Agency | Typical goods |
| --- | --- |
| **COFEPRIS** (health authority) | Pharmaceuticals, medical devices, food, supplements, cosmetics, hygiene products, pesticides |
| **SEMARNAT** (environmental authority) | Protected species (CITES), hazardous waste, timber, forest products, ozone-depleting substances |
| **SEDENA** (defense ministry) | Weapons, ammunition, explosives, fireworks and controlled chemicals |
| **SADER / SENASICA** (agriculture) | Live animals, products of animal or plant origin, seeds, pet food |
| **Ministry of Economy** | Quotas, prior permits, automatic notices (steel, textiles, footwear, used vehicles) |
| **Health Ministry / CENAPRECE** | Certain products with specific health implications |

## How to find out if your product needs a permit

Same as everything in Mexican customs: **by tariff code**. Every code in the tariff schedule (TIGIE) has its regulations attached. [Look yours up in the calculator](https://www.freightspot.com/en/tariff-calculator) and check the regulatory file, or ask your customs broker for the regulatory analysis **before** you buy.

## The authorization types you’ll see most

- **Prior permit** — express authorization from the Ministry of Economy to import certain goods. You apply, they resolve; it can be denied.
- **Automatic notice** — not discretionary, but without it you don’t clear. Common in steel and textiles.
- **Quota** — a limited quantity at a preferential duty rate; allocated by auction or direct assignment.
- **Sanitary registration or notice** — COFEPRIS, depending on the product’s risk level. A drug needs a registration; a cosmetic, a notice.
- **Animal- or plant-health certificate** — SENASICA, for agricultural product.

## Everything runs through the single window

Mexico’s **trade single window** (ventanillaunica.gob.mx) is the one place these permits are requested and tracked. You need a **valid e.firma** (the government e-signature). Each permit generates a folio number your customs broker declares on the customs entry under the corresponding **identifier code**.

One change worth keeping in mind: by decree of **May 4, 2026**, the platform operates as **VUTCE** (the foreign-trade single window) and moved from the tax authority (SAT) to the **ATDT** digital agency, along with creating the Single Foreign-Trade File. Plenty of people still call it VUCEM — but if your team hasn’t reviewed access credentials and internal procedures since May, it’s worth doing.

> **Having the permit isn’t enough — it has to be declared.** We’ve seen operations stopped with a valid permit in hand, simply because the identifier never got captured on the customs entry. Confirm with your broker that it was declared.

## Lead times: the most underestimated factor

An automatic notice can come through in days. A **COFEPRIS sanitary registration** can take **months**. If your product needs one and you find out while the container is already on the water, no forwarder or broker can save you: the goods go to a bonded facility racking up storage while you work through the paperwork.

## The right sequence

- Pin down your product’s **tariff code**.
- Identify **all** of its non-tariff regulations (there can be several at once).
- Work out **how long** each permit takes and start the slowest one first.
- Place the purchase order **once the regulatory path is clear**.
- Hand the folios and permits to your broker **before** the cargo arrives.
